Plattekloof beating outrage: Security officers suspended after ‘skop and klap’ video goes viral

A video showing private security officers cuffing, dragging and apparently assaulting a man in a busy Plattekloof intersection has sparked outrage and triggered an internal investigation, with the officers involved now suspended.

The footage, widely shared on social media this week, was filmed by a civilian seated at a restaurant at the corner of Rothschild Boulevard and Plattekloof Road. It captures a confrontation in full view of passing motorists and diners, in a suburb better known for quiet streets and mountain views than scenes of street violence.

In the video, three uniformed ZoneWatch Security officers can be seen restraining a man in the middle of the intersection. The officers appear to handcuff him before dragging him across the road to the kerb. As they do so, they appear to skop and klap the man, prompting shocked reactions online and renewed scrutiny of how some private security personnel use force.

The footage shows three ZoneWatch Security cuffing the man in the middle of the intersection, before dragging him to the curb and appearing to skop and klap the man.

ZoneWatch, which operates in several northern suburbs of Cape Town, moved quickly to distance itself from the conduct on display in the clip. In a public statement, the company said it was “deeply concerned” about what the footage shows and confirmed that the officers involved had been suspended pending the outcome of an internal probe.

ZoneWatch issued a statement saying that they have been made aware of the video and are busy with an investigation into the incident, and that the men in question have been suspended.

They said: “We are aware of a video circulating on social media showing an incident involving armed response officers and a member of the public. We are deeply concerned by what has occurred.

“The behaviour seen in the footage is unacceptable and does not reflect the values or standards we uphold as a company.

“We have launched an immediate internal investigation, and the officers involved have been suspended.

“We are also currently engaging with the investigating officer from the Private Security Industry Regulatory Authority (PSiRA) at our offices as part of this process.

“We understand the concern and anger this incident has caused within the community. We take this matter extremely seriously and are committed to addressing it as a matter of urgency.”

The company’s reference to the Private Security Industry Regulatory Authority (PSiRA) indicates that the statutory watchdog is already involved. PSiRA regulates and oversees South Africa’s vast private security sector, which now dwarfs the public police service in raw numbers and is frequently the first responder in suburbs such as Plattekloof.

ZoneWatch’s statement confirms that an investigating officer from PSiRA is engaging with the company, but the regulator itself has yet to publicly respond.

The Daily Voice reached out to PSiRA for a comment, however did not receive one before publication.

The exact circumstances that led up to the confrontation seen in the video remain unclear. The clip begins with the man already in the roadway and the officers moving in on him; it does not show what preceded the arrest, nor does it capture any alleged offence that might have prompted the response.

Amid growing speculation about what happened before the cameras started rolling, another security provider has stressed that his company did not carry out the initial arrest.

Meanwhile, District Group security owner Pierre Gouws said that his manne arrived at the scene after the alleged assault.

He explained: “The initial arrest was not made by us as a security company, we never got involved. If it does come out that any of our guys have stepped over any boundaries, it will be dealt with decisively.”

Gouws’ comments suggest that more than one private security firm was present during or shortly after the incident, underlining how quickly multiple armed response teams can converge on a scene in areas with dense security coverage.

For now, however, ZoneWatch remains at the centre of the storm, with three of its officers under investigation and community members demanding answers about the use of force captured on camera.

While PSiRA has the power to investigate and sanction guards and companies, including suspending or withdrawing registrations, much depends on how rigorously incidents are followed up, and whether criminal complaints are laid where assaults are alleged.

In this case, it remains unknown whether the man seen being cuffed, dragged and struck has laid charges, or whether any parallel police investigation is under way. Without that clarity, residents are left to rely on corporate statements and regulatory processes rather than full transparency about what occurred in the middle of one of Plattekloof’s busiest intersections.

What is clear is that the video has touched a nerve. In a city where private security patrols are a daily sight, the images of armed officers apparently using heavy-handed tactics on a prone man have raised fresh concerns about training, oversight and the line between legitimate force and abuse.

ZoneWatch has promised swift action once its investigation is complete. Until then, the company, PSiRA and the officers at the centre of the footage face growing pressure to account for what happened in those few minutes at Rothschild Boulevard and Plattekloof Road – minutes that, thanks to a diner’s cellphone, are now under intense public scrutiny.
