Cape Town, Western Cape – A controversial plan by the City of Cape Town to construct an 8-kilometre, 3-meter high security wall along a section of the N2 highway has ignited a fierce debate, with critics decrying it as a symbol of “new-age segregation.” The R114 million “N2 Edge Safety Project,” championed by Mayor Geordin Hill-Lewis, aims to curb crime and enhance safety along the busy arterial route. However, community activists and shack dwellers argue that the wall will further entrench social divisions, effectively separating the rich from the poor.
The project, announced by Mayor Hill-Lewis, is intended to create a physical barrier between informal settlements adjacent to the N2 and the highway itself, which has been a hotspot for criminal activities, including stone-throwing and muggings targeting motorists. Proponents of the wall argue that it is a necessary measure to protect commuters and improve public safety, citing numerous incidents that have endangered lives and damaged property.
However, the initiative has been met with a strong backlash from various quarters. Activists, including queer activists who staged a protest during Cape Town Pride, have labelled the wall as a form of “pinkwashing” and a blatant attempt to create a visual and physical divide between affluent areas and impoverished communities. They contend that instead of addressing the root causes of crime, such as poverty, unemployment, and inequality, the city is resorting to cosmetic solutions that exacerbate social fragmentation.
“This wall is not about safety; it’s about making poverty invisible,” declared a representative from a local community organisation. “It’s a clear message that the lives and struggles of those living in informal settlements are to be walled off, out of sight and out of mind. This is segregation, plain and simple, reminiscent of a painful past we are trying to overcome.”
The human drama unfolding around this project is palpable. For residents of the informal settlements, the wall represents a further marginalisation and a physical manifestation of their exclusion from the city’s economic and social mainstream. They argue that resources should instead be directed towards improving living conditions, providing basic services, and creating economic opportunities within their communities.
