Senior Police Officer Who Testified at Madlanga Commission Among Those Arrested in R360m Tender Scandal

Pretoria, South Africa – Amidst the ongoing investigation into the R360 million SAPS tender awarded to Vusimusi “Cat” Matlala's company, Medicare24, a startling revelation has emerged: one of the twelve senior police officials arrested on Tuesday night was a witness at the Madlanga commission.

The majority of the arrested SAPS officials were members of the bid evaluation committee responsible for implementing the tender and awarding it to Matlala’s company. They are expected to appear in the Pretoria Magistrate’s Court on Wednesday, alongside a director of the company.

Those arrested include a general, four brigadiers, one captain, two colonels, and a retired police officer.

Notably, one of the arrested officers had previously appeared before the Madlanga commission, where she was questioned about her relationship with Matlala.

The charges against the arrested officials include fraud, money laundering, and misuse of public funds.

National Prosecuting Authority (NPA) spokesperson Kaizer Kganyago confirmed that the suspects will make their first appearance in court on Wednesday.

Medicare24 secured the R350 million contract in June 2024 to conduct health assessments of new recruits. However, the contract was cancelled in May 2025 after an investigation revealed that the tender was irregularly awarded. The unfolding scandal continues to raise serious questions about corruption and accountability within the SAPS.
