South Africa's Madlanga Commission is currently investigating the alarming disappearance of 541 kilograms of seized cocaine, valued between R200 million and R250 million, from a police facility. The scandal has exposed a disturbing chain of security lapses, leadership failures, and accountability issues within the Hawks, the country's elite crime-fighting unit.
The saga began in June 2021 when Hawks officers intercepted a massive cocaine consignment. Crucially, instead of being stored in a secure evidence facility, the drugs were moved to the Hawks' Port Shepstone offices in KwaZulu-Natal. This building was critically insecure, lacking CCTV cameras, a functional alarm system, armed response, or continuous security guards, despite a history of prior security breaches. Adding to the procedural failures, initial crime scene protocols were neglected, meaning vital forensic evidence like fingerprints and DNA was not collected.
In November 2021, the cocaine was stolen from a walk-in safe at the Port Shepstone facility. The nature of the burglary, where only the cocaine was targeted while other valuables remained untouched, strongly suggested insider knowledge. This immediately turned suspicion towards individuals with awareness of the consignment, its storage, and access to the building.
The commission heard conflicting testimonies from former Hawks national head Lieutenant-General Seswantsho Godfrey Lebeya and former KwaZulu-Natal Hawks head Major General Lesetja Senona. Senona claimed to have informed Lebeya about the cocaine's storage location and possessed keys to the facility, while Lebeya maintained he could not recall receiving such information or being aware of Senona's key access. A major point of contention was Senona's involvement in investigating the theft despite being a person of interest due to his access, and his exemption from polygraph tests administered to other staff.
Further scrutiny revealed that two internal reports, one by former deputy Hawks head Lieutenant-General Tebello Constance Mosikili in January 2022 and another by Major General Alfred Khana a year later, both recommended disciplinary action against officials involved in the mishandling of the cocaine. Despite these recommendations reaching Lebeya, no disciplinary investigations were ever instituted, and no officers faced consequences. Commissioners Sesi Baloyi and Justice Mbuyiseli Madlanga vehemently questioned Lebeya's inaction, highlighting the gravity of the missing drugs and the pervasive security failures.
This case forms part of a broader examination of alleged leadership failures within the Hawks, with the commission scrutinizing the conflicting accounts, the decision to use an insecure storage facility, the control of keys, and the systemic failure to act on internal recommendations. The entire sequence of events points to either gross mismanagement, a severe breakdown in police procedures, or potential internal protection.
